The Toronto Raptors have several needs to fill this off-season and it all starts with the NBA Draft, which is about four weeks away now.

According to Sam Amick of Sports Illustrated, the Raptors are believed to have already made their pick on who to draft at the eighth selection.

It is said they give Syracuse point guard Dion Waiters a promise that they will pick him.

The surprising move gave the indication that he had a promise in the mid-first round. It’s not known if that’s the case, though a team executive with good reason to find out said the leading suspects are Toronto (No. 8) and Phoenix (No. 13).

Waiters stopped from all of his workouts with NBA teams after receiving a rumored promise from an NBA team. It is a big no-no to some scouts for what Waiters is doing, as he has shown commitment issues in the past. Plus, what if there is no promise?

That may be the case, as the Toronto Star reports that the Raptors have made no promise to any prospects whatsoever. 

“His agent has told me there’s a promise to another team. Regardless, if he’s on the board he’s in our mix," team GM Bryan Colangelo told the newspaper.

It is possible that it could be the Phoenix Suns instead, but there has been no true indication or validity of it.

Waiters currently falls to No. 17 to the Dallas Mavericks in our last mock draft.
